Specs are fine, nothing spectacular, but a good setup. settle on the 2.8 CPU, and try to up the RAM to PC3200 -it's a lot cheaper than what it used to be- . And there should be no problems with the MoBo-VGA, go ahead man, with the best of luck
I'd drop the flat panel display if I were you, get some better gear instead, such as more RAM. If your friend is a gamer it will even be better for him performance-wise, u know: CRT vs. LCD

That 9600 aint that great if you're gonna be playing games on the system And if you aren't gonna be overclocking you could probably drop the volcano 12, the stock AMD heatsink is fine if you're not OC'ing.
