Hmm, you could try raising the volt to the ddram, from 2,6 to 2,8 perhaps? You could also try to raise the volt on the nb if possible.
Other than that you're not saying why it unstable, if it boots into windows and shuts down or if it is not prime95 stable.
And as long as you have still room for more cooling, u could still try to raise the Vcore for the cpu to 1.85.
Just some ideas, tell us how it goes.

Turn down the CPU multiplier to 11, that will give you a AthlonXP 3200, once you know that's stable try higher if you want. Default FSB for a Athlon 2800 is 166, so when you increase the FSB you need to lower the multiplier. Experiment more before you try such a higher overclock on your chip. Start at the lower end of the speed spectrum.

Vcore 1.775, memoryvoltages 2.7 mutliplier 12.5 FSB 200
=2500
that will do it but do it slow in steps...
12.5 x 175, 180, 185, 192, 195, 197, 200...
GO FOR IT! else set vcore some higher 0.25

OR just set your memory voltage to its max (2.8 or 2.9) that should stablize the system? also what mb is it your running? some mb's need that extra cooling on the mosfets to run 400mhz plus on the fsb? keep us posted?
peace perc,
