to overclock, u need to have good components, such as cpu,rams, cooling. you want to find out which cpu is good for overclocking and not. intel or amd? u need to get a good oc motherboard. good overclocking rams, such as corsair xms, hyperx. most important of all, u would want to get a very good cooling for the cpu. the temperature can really fuk up the system. i can give u some info on cpu of AMD, barton mobile 2400+ and above, or athlon xp 1700 and 2100. you need a good power supply, like antec true 500 watts is sufficient. pPeaCe

You would need to make sure you have a hardware monitoring program (MBM 5 is pretty good and supports a wide range of hardware http://mbm.livewiredev.com/ ), and some benchmark programs such as Sandra, 3DMark or Aquamark to test the stability of your system.
as ragingmonkey said, you would need to have good cooling on all of the components that you want to overclock.
I personally perfer to test the overclock in windows rather than changing settings in BIOS because then there is basically no risk of screwing up your bios.
Overclocking your cpu: I'm not sure about P4s but most ppl with Athlon chips increase the FSB slowly and try and find a stable setting.
However, you may need to add more voltage if it is unstable. You will have to have good cooling otherwise you risk cooking your cpu I know that you should NEVER let your Athlon cpu get over 85 degrees otherwise it may damage the chip and the motherboard!!!
Ram: Try increasing the frequency slowly. Windows will usually BSOD once you have taken it too far.
a good program to modify these settings is clockgen http://www.cpuid.com/clockgen.php
and there is basically no risk of corrupting your bios
Video cards: use radlinker http://www28.brinkster.com/chrisww1942/
Be careful not to take it too far otherwise you will risk damaging your card. As before, if you want to overclock it a bit, you may need to upgrade your cooling.

I recommend BIOS overclocking, but the danger is the part called Vcore or CPU voltage, thats where the heat comes from, it is your enemy, but also your friend, you can get more stable overclocks by increasing it.
